- Encouraging acquisition of Suffolk County Air Force Base at Westhampton, NY for business and private aircraft use (successful - now owned by Suffolk County NY)
- Encouraged development of network of helicopter facilities at regional hospitals for medi-vac and emergency airlifts; conducted exercises at hospitals to demonstrate utility of concept
